patch #1: build updates for watcom

A few watcom updates.

# Patch-1:
- config/watcom.h: update.
- Mkfiles/openwcom.mak: -wcd=124 to silence "Comparison result always 0"
  warnings from error.h::debug_level()
- include/compiler.h: move config/unconfig.h inclusion to before others.

# Patch-2:
- mark noreturn funcs for watcom using the 'aborts' pragma
